Dear bandy fans!

We invite you to attend the matches of the XL Bandy World Championship.

Competitions in Group B will be held from February 29 to March 5 at the Record, Trud and Zenit stadiums in Irkutsk, as well as at the Stroitel stadium in Shelekhov. Admission to all matches of group B is free for everyone.

The 2020 World Champion will be determined in the group A tournament, all matches of which will be held in the Baikal Ice Palace. Ticket sales will be announced in early March 2020.

Irkutsk is ready to welcome the guests of the championship. For their placement in the city there are more than 300 options designed for people of different levels of affluence. These are hotels, guest houses, hostels. You can familiarize yourself with them at the link. Also, many Irkutsk citizens are ready to provide their apartments for the guests of the championship.

We celebrate a massive influx of tourists in Irkutsk every year in the summer, so in March and April there is no peak congestion in city hotels. Rules of behavior of spectators during official sports competitions. Resolution Of the government of the Russian Federation of 16.12.2013 N1156

I. General provisions

1. These Rules establish the procedure for the behavior of spectators, their rights and obligations during official sports competitions.

2. For the purposes of these Rules, the following basic concepts are used:

"entrance ticket" - a document of the form established by the organizer of an official sports competition, confirming the right of a person to attend an official sports competition;

"bulky object" - any object whose dimensions in length, width and height exceed 40 x 40 x 45 centimeters;

"Association of spectators" - a group of persons consisting of more than 20 people who support one of the participants of official sports competitions, accredited by the organizer of the official sports competition in the order determined by the organizer;

"sector for active support" - a separate block of spectator seats, which is mandatory at the sports facility, determined by the owner (user) of the sports facility in agreement with the organizer of the official sports competition, designed to support spectators of participants in official sports competitions, including using the support tools specified in the Annex to these Rules;

"means of support" - items that contain information or graphic data, materials for visual design of the podium, as well as wind devices for extracting sounds that are used or can be used by the audience, with the exception of items provided for in subparagraph "m" of paragraph 5 of these Rules;

"organizer of an official sports competition" means a legal entity or individual who initiates an official sports competition and (or) provides organizational, financial and other support for the preparation and conduct of such a sports competition.

The terms "spectators", "controller-Manager", "venue of an official sports competition", "sports facilities", and " volunteer "are used in these Rules in the meaning defined by the Federal law"on physical culture and sports in the Russian Federation".

II. Rights and obligations of spectators, as well as prohibitions that apply to spectators during official sports competitions

3. Spectators during official sports competitions have the right to:

a) to respect and protect the dignity of the individual on the part of the organizers and participants of official sports competitions, owners (users) of sports facilities and persons who ensure the protection of public order and public safety during official sports competitions;

b) timely receipt of necessary and reliable information about the procedure for being in and out of the venues of official sports competitions, restrictions and prohibitions related to attending official sports competitions;

c) to provide necessary medical care in cases and in accordance with the procedure established by the legislation of the Russian Federation;

d) to pass to the venues of official sports competitions to view an official sports competition if there is an entrance ticket to such a competition or a document replacing it (including accreditation or invitation), except for cases when the viewer is subject to an administrative ban on visiting the venues of official sports competitions on the days of their holding in accordance with the Code of the Russian Federation on administrative offences. Entering the venues of official sports competitions implies acceptance and voluntary compliance by the audience with the requirements established by these Rules, which are valid for the entire time of the audience's stay in the venues of official sports competitions;

e) to be present at the venue of an official sporting event for the entire duration of such a competition;

f) to use all services provided in the venues of official sports competitions by the organizers of official sports competitions, owners (users) of sports facilities and other persons authorized by the organizers of official sports competitions or owners (users) of sports facilities to provide such services;

g) to occupy an individual spectator seat specified in the entrance ticket or in the document replacing it (except in cases where the ticket or document replacing it does not guarantee the occupation of an individual spectator seat), from which the visual view is not restricted and which is maintained in a state of cleanliness and order;

h) to pass to an individual spectator's seat with soft drinks in plastic or paper cups and food purchased at specialized outlets located in the venues of official sports competitions;

I) to be carried to the venues of official sports competitions and used during such competitions:

personal items that are not prohibited from being carried by these Rules;

means of support that meet the requirements provided for in paragraph 7 of these Rules;

k) to support participants of official sports competitions standing up in the absence of objections from other spectators;

l) travel to the venue of the official sports competitions and (or) on the surrounding area by car and Parking place in the presence of the entry vehicle passes issued by the organizer of official sports competition or owner (user) of object of sports;

m) for the use of toilet rooms (booths) located in the venues of official sports competitions, without charging a fee;

n) for the safety of personal items handed over to the storage room located at the sports facility;

o) to help volunteers, supervisors and other persons involved in the organization of official sports competitions by the organizers of official sports competitions, owners (users) of sports facilities, including receiving information from these persons about the services provided, about the location of spectator seats, entrances and exits in the venues of official sports competitions, as well as to help with evacuation from these places.

4. Spectators when conducting official sports competitions are required:

a) present supervisors-managers ticket, and in the cases established by the decision of the Government of the Russian Federation, the identity document at the entrance to the venue of the official sports competitions, individual spectator to occupy a place specified in the entrance ticket or the document replacing it, except where a ticket or a document replacing it, do not guarantee the occupation of the individual seats;

b) when driving to the venue of an official sports competition and (or) to the territory adjacent to it on a personal vehicle, show the traffic controllers a pass for vehicles issued by the organizer of the official sports competition or the owner (user) of the sports object;

c) when passing or driving to the venue of an official sports competition and (or) to the territory adjacent to it, pass a personal inspection and provide personal belongings for inspection;

d) hand over bulky items to the storage room, except for cases when the carrying of bulky items to the venue of an official sports competition is agreed with the organizer of the official sports competition;

e) while staying at the venue of an official sports competition, observe public order and the requirements established by these Rules;

f) behave respectfully towards other spectators, organizers and participants of official sports competitions, owners (users) of sports facilities and persons who ensure the protection of public order and public safety in the venues of official sports competitions;

g) immediately inform the controllers-managers and other persons who ensure public order and public safety during the official sports competition about cases of detection of suspicious objects, violations of public order, smoke or fire, and the need to provide medical assistance to persons who are in places where official sports competitions are held;

h) do not cause property damage to other spectators, organizers and participants of official sports competitions, owners (users) of sports facilities and persons who ensure the protection of public order and public safety during official sports competitions, take care of the property of the sports object, and observe cleanliness;

I) comply with the legal requirements of representatives of the organizer of the official sports competition, the owner (user) of the sports object, supervisors and other persons who ensure public order and public safety during official sports competitions;

j) when receiving information about evacuation from the venue of an official sports competition, act in accordance with the instructions (instructions) of persons who ensure public order and public safety during official sports competitions, in accordance with the fire safety rules and the approved evacuation plan, keeping calm and not creating panic.

5. Spectators in the venues of official sports competitions are prohibited:

a) be in a state of intoxication that offends human dignity and public morality;

b) carry out actions that pose a threat to their own safety, life, health, as well as the safety, life, health of other persons located at the venue of an official sports competition or on the territory adjacent to it;

c) throw objects in the direction of other spectators, participants of official sports competitions and other persons who are in the place of the official sports competition or in the territory adjacent to it;

d) offend other persons (including using banners, posters, banners and other means of visual propaganda) and perform other actions that discredit the honor, dignity or business reputation, or aimed at inciting hatred or enmity, as well as to humiliate the dignity of a person or group of persons on the grounds of gender, race, nationality, language, origin, or attitude to religion;

e) conceal their faces, including the use of masks, except in cases specifically established by the organizer of an official sports competition, as well as means of disguise and other items specifically designed to make it difficult to establish identity;

e) violate public morals and norms of behavior by exposing private parts of the body while in the venues of official sports competitions;

g) enter the venue of the official sports competition or the territory adjacent to it, and areas not indicated in the entrance ticket or in the document replacing it (technical premises, zones for honorary guests, places intended for placing media representatives), access to which is restricted by the organizer of the official sports competition and (or) the owner (user) of the sports object;

h) be on ladders during an official sporting event, or obstruct traffic in areas of official sporting event venues intended for evacuation, including passageways, exits, and entrances (main and secondary);

i) affix inscriptions and drawings to structures, structures, structures located in the venues of official sports competitions, as well as place foreign objects near them without the appropriate permission of the organizers of the official sports competition or the owners (users) of sports facilities;

k) go to the venue of an official sports competition with animals and birds, with the exception of guide dogs in muzzles;

l) conduct public events that are not provided for in the regulations (regulations) for holding an official sports competition;

m) bring it to the venue of an official sports competition and use it:

weapons of any type, including self-defense, and ammunition, piercing or cutting items, other items that can be used as weapons, explosives, poisonous, poisonous and acrid-smelling substances, radioactive materials;

flammable and pyrotechnic substances or articles (excluding matches, pocket lighters), including flares, flares, firecrackers, gas cylinders and items (chemical materials) that can be used to make pyrotechnic products or fumes;

other substances, items, products, including homemade products, the use of which may lead to smoke, ignition;

devices and products, including self-made products that are not pyrotechnics, used for spreading and spraying various materials and substances (pneumatic flaps);

dye;

wind instruments for extracting sounds (including vuvuzelas), except for horns and pipes;

alcoholic beverages of any kind, narcotic and toxic substances or stimulants;

soft drinks in glass or tin containers, as well as in plastic containers with a volume of more than 0.5 liters;

propaganda materials of an extremist nature or containing Nazi attributes or symbols or attributes or symbols of extremist organizations;

technical means that can interfere with the holding of an official sports competition or its participants (laser devices, flashlights), radio stations, sound amplification devices (except for support means specified in the Annex to these Rules);

bulky items that interfere with other spectators, except in cases where the passage of such items is agreed with the organizer of an official sports competition;

n) carry out illegal trade (including trade in entrance tickets or documents that replace them), distribute in any way products of a political, religious or racist nature (including posters, leaflets, booklets).

6. In the case of identifying individuals (including CCTV systems), which had entered into force the decision on administrative ban on visiting of venues of official sports competitions, organizer of official sports competitions and (or) supervisors-managers have the right to refuse to a designated person in the input or remove it from the venue of the official sports competitions, overturning an admission ticket or a document replacing it, without refund. The organizer of the official sports competition and (or) control managers must explain to the specified person the reason for refusing entry or removal from the venue of the official sports competition and transfer the specified person to representatives of the territorial body of the Federal Executive authority in the field of internal Affairs responsible for ensuring public order and public safety during the official sports competition.

III. Support tools

7. Support facilities that are carried to the venues of official sporting events do not require prior approval from the organizer of an official sporting event must meet the following requirements:

a) do not contain political, extremist, provocative or advertising messages, insults, profanity or obscene images;

b) do not contain Nazi attributes or symbols or attributes or symbols of extremist organizations, as well as attributes or symbols similar to them to the extent of confusion;

c) not to offend the honor and dignity of participants, spectators and (or) organizers of an official sports competition;

d) for banners and flags-do not exceed the dimensions of 2 meters x 1.5 meters, including on hollow shafts that do not exceed 1.5 meters in length and 2.5 centimeters in diameter;

e) not be items whose use and (or) storage is not allowed by the legislation of the Russian Federation;

f) have a translation into Russian of the words and (or) expressions contained in the support tools in the state languages of the republics of the Russian Federation and (or) foreign languages, which is notarized or submitted by the organizer of the official sports competition and presented by the spectator to the authorized person at the entrance to the venue of the official sports competition.

8. Support tools that do not require prior approval from the organizer of an official sports event must be placed in places where they will not interfere with the viewing of an official sports event for other viewers.

9. In the sector for active support, upon prior agreement with the organizer of the official sports competition, in accordance with the procedure established by paragraph 11 of these Rules, it is allowed to carry the support means specified in the Annex to these Rules.

10. Bringing support tools, listed in the Annex to this Regulation not compliant to their requirements, allowed only subject to prior approval by the Association of audience with the organizer of official sports competition or a person authorized by him, as well as with persons protecting the public order and safety during official sports competitions.

11. In order to agree on support facilities that do not meet the requirements provided for in paragraph 7 of these Rules, the Association of spectators has the right to submit a written application to the organizer of the official sports competition within 2 working days prior to the day of the official sports competition, unless another shortened period is set by the organizer of the official sports competition.

Support tools that do not meet the requirements provided for in sub - paragraphs "a" - "b" of paragraph 7 of these Rules are not subject to approval.

The organizer of an official sports competition or a person authorized by it to approve the support means must notify the applicant in writing of the decision made within one day from the date of submission of the support means for approval by the applicant.

12. For each means of support agreed upon in accordance with paragraph 11 of these Rules, the Association of spectators must appoint a representative of the Association of spectators responsible for its use during the official sports competition, who has confirmed his identity.

Information about the person responsible for the support tool agreed upon in accordance with paragraph 11 of these Rules shall be submitted by the Association of spectators to the organizer of the official sports competition or to a person authorized by it.

13. The number and location of support funds agreed upon in accordance with paragraph 11 of these Rules shall be determined by the organizer of the official sports competition or by a person authorized by it.

The organizer of an official sports competition or a person authorized by it must notify in writing the representative of the territorial body of the Ministry of internal Affairs of the Russian Federation responsible for ensuring public order and public safety during an official sports competition of the number and locations of agreed support facilities at the venue of the official sports competition.

14. If the organizer of an official sports competition decides to use a sector to actively support one of the participants in an official sports competition, it is not allowed to bring support funds intended for another participant into this sector.

IV. Final provision

15. Persons who do not comply with the requirements set forth in these Rules, or refuse to comply with them, are not allowed to enter the venues of official sports competitions, may be removed from them or brought to justice in accordance with the legislation of the Russian Federation.

16. Control over compliance with the requirements established by these Rules is assigned to the organizers of the official sports competition, owners (users) of sports facilities, as well as other persons who take part in ensuring public order and public safety in the venues of official sports competitions.

17. Organizers of official sports competitions and (or) owners (users) of sports facilities have the right to set additional requirements for the behavior of spectators during official sports competitions, which can not contradict the requirements of the Federal law "on physical culture and sports in the Russian Federation" and the provisions of these Rules.

18. These Rules are placed by the organizers of official sports competitions and (or) owners (users) of sports facilities on information boards (stands) in front of ticket offices for the sale of entrance tickets, before the entrances to the venue of the official sports competition, before the entrances to the stands and sectors, as well as published on the official websites of all-Russian sports federations for sports and organizers of official sports competitions.

19. Information about the order prescribed by these Rules shall be communicated to the audience in Russian, in case of organization of international sports competitions - in addition to foreign languages, as well as by the organizer of official sports competition in the state languages of subjects of the Russian Federation and native languages of peoples of the Russian Federation.

20. The list of items prohibited from being carried to the venues of official sports competitions in accordance with sub-paragraph " m " of paragraph 5 of these Rules shall be placed on entrance tickets.
